The Big Data Association (ABD; includes Internet companies, telecom operators and banks) criticized the amendments to the draft law on turnover fines for personal data leaks (PD) developed on the platform of the Ministry of Digital Development. The Ministry of Digital Development has been discussing a new law on turnover fines for PD leaks since the spring of this year. In the first version, a company that leaked was subject to a fine of 1% of annual revenue and up to 3% if the company did not report the leak to Roskomnadzor in a timely manner. In early October, the department finalized the bill, Vedomosti reported. The new version also provides for fines for officials.
