Instructions on how to create a general problem from scratch

The wise President of Russia instructed to provide residents of apartment buildings with access to the Internet free of charge through any provider of the choice of at least one tenant of this house, and without a decision of the general meeting of owners of residential premises in this house.

The government introduced the bill, and Alexander Khinshtein, chairman of the Duma Committee on Information Policy, did the same. He threw himself at all the embrasures of critics at the same time, defending the bill at the risk of reputation.

This was done despite and despite the existing draft law of the Social Revolutionary Galina Khovanskaya, which she prepared during her chairmanship in the State Duma committee on housing and communal services.

In view of the abundance of discrepancies and disagreements, comparable in terms of the level of passions only to the renovation that died in Bose, United Russia gathered thematic parliamentary hearings “On Ensuring the Rights of Citizens to Access Communication Services and the Internet in Apartment Buildings” and instructed Sergey Neverov to conduct them on Monday, February 6th.

The event took place in the Small Hall of the Duma in the mode of not even a rally, but a verbal skirmish with a furious desire to shout each other down.

Khovanskaya was accused of professionally hindering the necessary law. Opponents of the substantive part of the presidential order and, accordingly, Khinshtein’s bill justifiably saw in it a violation of the Constitution, which, in fact, Khovanskaya began with.

She tried to get an answer, what kind of equipment are providers going to install in MKD if they promise 4G in the village without entering the housing?

What kind of equipment is not clear, but it requires a room.

The answer came some kind of indirect, not from providers and not in their favor.

The narrowness of the topic, aggressiveness in relation to objective information and alarmism are diagnostic features of fakes. There are several similar problems in Russia on those issues where the state transfers its obligations to citizens to private traders and foundations. For example, OSAGO, pensions, microcredit, debt collection, and in general the entire housing construction, and so on.

For some reason, in Soviet times there was no competition, and prices were fixed for one TV antenna, radio station, telephone wire.

The problem was created from scratch for the sake of chasing the market and competition in servility to the West with its pathological hatred of the state. Instead of a market, a bazaar has turned out; something very deep has been made of the state. You can’t get to the bottom of authors and performers.

Maybe I misunderstood and mixed up something, it seemed to me that it would be enough to run one optical fiber for the whole house, and let the providers fight until they were blue in the face for access at the entrance. Such proposals were heard at the hearings, but this is not a priority for providers, management companies and personally the chairmen of the HOA, tied to the same goal of passion for profit.

Providers are fighting for access to citizens’ apartments and are ready to pay kickbacks to the UK MKD. They need us more than we need them. Management companies consider MKD with tenants as a business project and, from the height of their position, count on rent. They, in turn, are ready to roll back to the chairman of the HOA. He forges the minutes of the general meeting of MKD, because it is impossible to gather three-quarters of the owners, and even more so to get at least some decision from them. Citizens simply do not have information about providers.

In my opinion, the monopoly Rostelecom would be the best, because it is easier to control and it is he who is given large state orders, in particular, to ensure remote voting.

Accordingly, Rostelecom has more opportunities to provide access to socially significant sites in accordance with the obligations of the state.

There are several problems. At the hearings, it was said that the tariffs are unlimited, and during the pandemic, traffic has increased significantly – dad is at home, mom is at home, the children are also at home, and everyone is surfing the Internet without exception. Here, mobile operators have the ability to limit traffic.

From various speeches, one can gather information that the main cause of the problems is the constant change in regulatory documents.

However, there is another reason that was not discussed at these hearings. After the privatization, Rostelecom became uninterested in servicing individuals. In any case, the company simply lost the functions of a mobile operator, and Tele2 appeared in this place.

The monopoly in Moscow with inflated tariffs was held by the troika Beeline, MTS and Megafon. Deputy Alexei Mitrofanov revived the information policy committee in the Duma in order to ram Tele2 into Moscow’s mobile defenses and achieve a reduction in tariffs for mobile communications in Russia. It seems to me that Mitrofanov was deprived of his mandate for this. However, there is a result, if not in lowering tariffs, then at least in the availability of mobile communications in the country.

This is so to represent the intensity of passions. Enormous money is spent on providing Russians with communications, projects and the very concept of communications are being changed in order to pump in new gigantic money.

Quite contradictory information was heard at the hearings. Either the speakers are lying, trying to refute each other, or such absurdity occurs in regulatory documents and in their arbitrary law enforcement.

Touching other people’s wires is prohibited under the threat of criminal prosecution. Providers are foisted on potential customers with fabulous offers through spam calls. With luck, when installing their equipment, they break through roofs and ceilings, open attics and basements. They run their cables at random through elevator shafts, ventilation, along the facade and spoil the view of the house. In the course of the play, the competitors’ wires are cut.

It is impossible to place communication networks in old houses without repair or even reconstruction. At least not legally. Accordingly, the order of the President is not feasible here.

As in the past, mobile operators had left towers on rooftops, so do providers have base stations in the same place with a similar legal basis. If they force everything to be done according to the law, the Internet will inevitably rise in price.

The trick is that no one remembered the common house property, and many did not even know what kind of animal it was until payments were inflated on it. There was a lot of noise, they didn’t get to the bottom of the cause. While they were digging, it turned out that it was impossible to distort and spoil common house property without the consent of two-thirds of the general meeting of MKD owners. This is the violation of the constitutional rights of citizens.

Almost every second spoke about the falsification of decisions of the general meeting, and nevertheless, they decided to improve this institute of controlled democracy of screamers further.

Sergei Pakhomov, chairman of the State Duma committee on housing and communal services, said to adopt a law where everything is spelled out that a provider may want, right down to who will sweep later. Providers need access to MKD.

The Ministry of Construction supports the bill. It is necessary to ensure non-discriminatory access to the MKD.

The Ministry of Justice believes that the bill must be passed.

Roskomnadzor supports the bill.

Minister of Digital Development Maksut Shadayev said that the issue has not been resolved since 2016. There are 4816 operators in Russia. At least three must have access to the house, two is not enough, there is still the possibility of a price increase.

Information was received from the FAS that after the Criminal Codes are recognized as non-independent economic entities, the FAS no longer considers such cases. Citizens were left alone with the problem.

President of PJSC Rostelecom Mikhail Oseevsky said that Rostelecom fully supports.

One of the regional representatives of the Popular Front spoke out against the admission of any provider to the house at the request of one tenant.

Hinstein got angry. For the first time, he sees that representatives of the ONF, created to control the execution of the president’s orders, opposed the president’s orders.

Three bills will be considered in the House. Sergei Neverov promised that the adopted bill would include many amendments, including those made in the hall.

I’m still wondering how the providers managed, and how exactly, to organize the president’s order?

By the way, this is not the only strange decision of the authorities, which was discussed on the same gloomy Monday. TASS promoted the initiative of the Central Bank on the self-prohibition of loans. In my opinion, banks really want to shift the responsibility for fraud to the citizens themselves, because they themselves are affiliated with fraudsters. Fraud in Russia is not a business, but a form of terror based on social engineering. The materials for its construction are supplied by the PRISM program. That is, fraud is another form of hybrid warfare, and citizens must defend themselves, the state has nothing to do with it.

Everything that is written here in two different examples represents one universal scheme.
