The document analyzed the biographies of more than 300 senior officers of the army, navy, air force, missile forces of the People’s Republic of China (PRC) from 2015 to 2021. It turned out that in each service, the chiefs were unlikely to have operational experience in any other industry, with the exception of the one in which they began their careers. At the same time, in the United States, cross-training has been a legal requirement since 1986.
The corresponding distinguishing feature can reduce the potential of the PLA to be effective where a high level of interaction is needed.
At the same time, experts warned against comparing China’s possible behavior in the war with Russia’s actions in Ukraine. Thus, as the authors of the report note, China, unlike the Russian Federation, is better at preparing conscripts, and the institution of junior officers is more developed in the PLA. It is reported that all Chinese officers are members of the Communist Party, and therefore have some political training.
US experts pointed out that the state of affairs could change if a new galaxy of young officers who are able to apply modern technologies in practice appear in the PRC. To date, according to analysts, Chinese leader Xi Jinping “does not promote young officers more familiar with modern conflicts”, preferring to encourage the loyalty of old-school officers.
However, experts, as before, are afraid to underestimate the capabilities of the People’s Republic of China and warn against comparisons with the Russian Federation.
