In the Ulyanovsk region intend to lift a number of bans on hunting methods

The Ministry of Natural Resources of the Ulyanovsk region has prepared a draft decree of the regional governor on the abolition of bans on certain types of hunting and the use of special devices during hunting. The draft decree was posted today, November 18, on the page of the public and anti-corruption expertise of the official Internet portal of the governor and the government of the region.
The document canceled the paragraph of the governor’s decree on the types and parameters of permitted hunting, signed on March 3, 2021 by the former governor Sergei Morozov (now a State Duma deputy). According to this paragraph, a ban was introduced on the hunting of female ungulates with offspring of the current year, on the use of any light devices, thermal imagers and night vision devices for the extraction of hunting resources (with the exception of hunting ungulates from towers), as well as on the use of loops for extraction of hunting resources. Now all these restrictions are lifted.
The explanatory note to the draft decree noted that the changes were necessary to bring the previous decree in line with the federal law on hunting and conservation of hunting resources (No. 209-FZ of 24.07.2009).
On the draft decree immediately drew attention environmentalists who declared doubtfulness of innovations and contradiction to the meaning and spirit of Russian and international legislation on hunting. Information quickly spread in social networks and Telegram channels, causing a wide public outcry and dissatisfaction with the new rules.
On messages, “sharing negative assessments”, reacted and the ex-governor of the region, State Duma deputy Sergei Morozov, calling the planned changes in his Telegram channel “a flagrant disgrace” and promising to raise the issue in the State Duma, the government of the Russian Federation and the Prosecutor General’s Office.
The publication of the draft decree remained on the examination page for several hours and was removed by noon. The Ministry of Natural Resources explained to Kommersant that the document was withdrawn from public examination for only one reason – it has not yet passed the necessary approvals from the control and supervisory authorities, “but after approval it will be posted again, its text will remain the same, nothing will change.” The ministry also noted that “subjects of the Russian Federation now do not have the right to impose hunting bans if this is not provided for by the Hunting Rules,” and the Ministry of Natural Resources of the Russian Federation has already explained to them that “the previous decree contradicts the current legislation.”
Vladimir Burmatov, First Deputy Chairman of the State Duma Committee on Ecology, Natural Resources and Environmental Protection, does not agree with the position of the regional Ministry of Natural Resources and believes that the previous decree has no contradictions with federal legislation. He told Kommersant that he “already submitted the draft document to work” and, if this is not done in the region, he will protest the decree through the federal authorities.
