In the Moscow region, the number of SNT may sharply decrease

The law defines the criteria for their transfer to new settlements

On Thursday, the Moscow Regional Duma adopted a law that regulates the procedure for the formation of new settlements in the territories of the SNT. They will be given official names.

Many summer residents would like municipalities to treat their villages in the same way as full-fledged settlements: repair and clean roads in winter, supply gas and electricity, and provide the necessary social industry. But such a social burden is beyond the capabilities of most regions. But in the Moscow region they decided to carry out such an experiment.

However, not every dacha village can become a full-fledged administrative unit. To do this, the gardening partnership must meet the following basic criteria.

1. SNT should not have a common border with a populated area.

2. The number of land plots with residential buildings must be at least 50% of their total number;

3. At least two thirds of the members of the gardening partnership must be registered in those residential buildings that are located on the territory of the gardening partnership.

4. Gardeners must hold a general meeting of SNT members and decide on the formation of a new settlement.

5. In the gardening area, urban planning standards for the provision of social, transport, and engineering infrastructure must be observed.

In other words, only a SNT that already has all the signs of an independent administrative unit, and where there is no need to build roads, lay utility networks, and so on, can become a full-fledged settlement.
