In the Kaliningrad region, they proposed to prohibit at the legislative level inducement to artificial termination of pregnancy and consider it “a threat to the family, paternity, motherhood and childhood.” The draft law “On the prohibition of inducement to abortion in the Kaliningrad region” has been published (.pdf) November 14 on the website of the regional legislative assembly. Eight deputies of the Legislative Assembly signed it, including Chairman Andrei Kropotkin. Violation of the law is subject to an administrative fine of 3 thousand to 50 thousand rubles. The document contains a clause stating that doctors’ advice about terminating a pregnancy will not be considered inducement.

The regional government, when asked by Kommersant about the initiative to ban abortions in private clinics, said that there are no prohibitory measures, “it is more important not to ban, but to help potential mothers make an informed decision.” For this purpose, pre-abortion counseling is conducted in the region.

“Consultations are not persuasion,” emphasizes the head of the press service of the government of the Kaliningrad region, Dmitry Lyskov. “These are conversations about the consequences of choice, health status, as well as psychological support. About half of the expectant mothers who seek such advice refuse to have an abortion.”

Let us recall that in September of this year, Mr. Kropotkin in his Telegram channel announced the results of a round table on the topic of overcoming the demographic crisis in the region with the participation of representatives of the Russian Orthodox Church, the regional government and public organizations. An effective measure was then called a ban on abortions in private clinics. The news caused a wide public outcry; hundreds of those who disagreed with the initiative spoke out against it on social networks and signed petition, which called the ban a “misogynistic measure.” So far, 27,765 people have signed the demand.

According to the Ministry of Health, in 2022, 395 thousand abortions were performed in Russia. According to Rosstat statistics (including procedures carried out in medical departments at factories), the number of abortions last year amounted to 506 thousand. At the same time, private clinics accounted for a fifth of the procedures (102 thousand). 401 thousand abortions were performed in state clinics. In 2023, the number of regions in Russia is growing where private clinics themselves refuse to perform abortions.
