In Samara canceled the auction for the construction of the metro station “Teatralnaya” for 11.7 billion rubles

In Samara, the competition commission recognized the tender for the construction of a new metro station “Teatralnaya” as invalid. Only one participant entered the competition. The information is published on the public procurement website.

“The application does not meet the requirements established in the notice of procurement. The submitted subcontract does not confirm the experience of performing work in accordance with the requirements of the notice,” the protocol for summing up the tender says.

The initial price of the contract was 11.7 billion rubles. The customer of the work is the Department of Capital Construction, an organization subordinate to the Ministry of Construction of the region.

State Duma Deputy Alexander Khinshtein notes that this happened immediately after the arrest of the Minister of Construction of the Samara Region Nikolai Plaksin. At the end of April, a criminal case was opened against the official under Part 3 of Art. 286 of the Criminal Code of the Russian Federation (abuse of official powers). Nikolai Plaksin was detained at his workplace.

At the end of last year, Alexander Khinshtein applied to the prosecutor’s office with a request to check Nikolai Plaksin for a conflict of interest. According to the deputy, the minister “helps” the group of companies “Volgatransstroy” (VTS). Before heading the regional ministry of construction, Mr. Plaksin worked as the general director of JSC Volgatransstroy-metro. According to the deputy, under Minister Nikolai Plaksin, military-technical cooperation structures received 35 state contracts for a total amount of more than 12.5 billion rubles. Almost all contracts are concluded at the maximum price.

“The coincidence is clearly not accidental: a contract worth 11.7 billion rubles. was supposed to go to the Military-Technical Cooperation Committee… Obviously, against the background of the scandal with the arrest, the regional government decided to play it safe and wait out the storm. Moreover, there were many questions to the announced auction. The subway construction project itself is still not ready, and building without a project is the height of lawlessness. Now the auction will have to be announced on a new one. But I’m sure the winner will still be associated with the VTS Group, which makes all the project documentation. It is not for nothing that the price of construction has almost doubled: from 6.5 billion to 11.7 billion,” Alexander Khinshtein believes in his Telegram channel.
