In Russia, quality assessment will be based on domestic monitoring

After the world rating agencies stopped assessing the quality of Russian education – our students do not participate in such surveys as PISA, TIMSS and PIRLS – in Russia they decided to move on to developing their own monitoring system.
As the head of the Federal Service for Supervision in Education and Science Anzor Muzaev noted, the country has accumulated significant experience in assessing the quality of secondary and secondary vocational education, which can be effectively used. In particular, firstly, when forming its ratings, Rosobrnadzor from next year will refuse to rank regions by places. And it will only divide them into three groups according to the results of work efficiency and indicators of the quality of education.
Secondly, the results of the All-Russian verification work will be analyzed in more depth. Some of them have already been held in the spring, 2.5 million students took part in them. This fall, 7.3 million schoolchildren wrote VPR.
“Despite the postponement of the VPR to the fall, we see practically no shifts in the results obtained during the spring and autumn testing work,” said Sergey Stanchenko, director of the Federal Institute for Educational Quality Evaluation.
He said that this year, for the first time, separate VPRs were held for classes with in-depth study of mathematics. More than 260 schools took part in them. This project will continue to develop, and it is also planned to develop a version of the VPR for classes with in-depth study of physics by the spring. Sergey Stanchenko also noted that the testing work on some subjects in a computer format showed good results in terms of the objectivity of their assessment. However, it is not planned to transfer all VLOOKUPs to a computer format.
