In Rostov-on-Don, the case of the death of 13 patients with COVID due to lack of oxygen was taken to court

The Sovetsky District Court of Rostov-on-Don received a case against Anna Kolenova, deputy chief physician for technology and the economic part of the city hospital No. 20, accused of negligence. About it informs joint press service of the courts of the Rostov region.

According to investigators, Anna Kolenova was obliged to establish an uninterrupted supply of oxygen to the covid hospital on the basis of the hospital. However, she “did not control the correctness of the preparation by subordinate employees of the department for the operation and repair of gas and ventilation equipment and the timeliness of providing suppliers with customer requests for the supply of medical oxygen” in the required volume.

As a result, on the night of October 11, 2020, the pressure in the oxygen supply system decreased, and from 22:10 to 22:50 it was completely absent, which is why patients with coronavirus and who are on mechanical ventilation were forced to breathe atmospheric air with low oxygen content. The investigation believes that the actions of the deputy chief physician led to “violation of the rights and legitimate interests of citizens.”

In mid-October 2020, the Rostov media reportedthat on the night of October 12, 13 patients died from oxygen interruptions in a covid hospital based on the city hospital No. 20. Two weeks later, the regional investigative department of the Investigative Committee of the Russian Federation opened a case into the death of five of them under Part 3 of Art. 109 of the Criminal Code of the Russian Federation (causing death by negligence to two or more persons). Against the backdrop of the “oxygen scandal”, the Minister of Health of the Rostov Region Tatyana Bykovskaya and the head of the Rostov-on-Don Health Department Nadezhda Levitskaya left their posts.
