The Investigative Department of the TFR for Primorye opened a criminal case against the director of the Far Eastern Research Institute for Construction (DalNIIS) of the Federal State Budgetary Institution “TsNIIP of the Ministry of Construction of Russia” Oleg Pinsky. He is suspected of committing crimes under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud) and part 1 of Art. 286 of the Criminal Code of the Russian Federation (abuse of official powers). According to investigators, Oleg Pinsky, through fraud with documents, together with other persons, registered the ownership of a property in Vladivostok in 2021. As a result, the municipality “had suffered damage in the amount of more than 2.2 million rubles.”

The ICR in Primorye clarified that the crimes were solved as part of the investigation of a criminal case on fraud with real estate in Vladivostok. Recall that earlier in this case twelve people were detained – eight officials and four civilians. A criminal case was opened against employees of the regional department of Rosreestr, the branch of the PPC Roskadastr in the Primorsky Territory, the regional institution Land and Property Management on the Territory of the Primorsky Territory, as well as citizens providing legal services. “According to the investigation, in different periods of time from 2018 to 2022, the defendants produced forged documents, entered them into the regional archive of the Land and Property Administration, where the original documents were replaced with fake ones. On the basis of forged documents, capital construction objects and land plots were registered,” the report said.
