The department for guardianship and trusteeship of the Cheboksary administration requested from the directors of educational organizations “information about children left for a long time without parental supervision.” According to State Duma deputy Irina Filatova, such a letter was sent on March 14 by the head of the department, Larisa Ilyina. She stated that it is inadmissible to leave children under the care of grandparents, other relatives or friends, pointing out that parents may threaten administrative liability under Art. 5.35 Code of Administrative Offenses of the Russian Federation (failure of parents to fulfill their duties). The official asked to carry out explanatory work in schools with parents “regarding the legal registration of guardianship in the event of their prolonged absence.”

Irina Filatova assessed the official’s actions as “dangerous and immoral amateur activity.” She sent a parliamentary request to Deputy Prime Minister of the Russian Federation Tatyana Golikova, as well as the Children’s Ombudsman of Russia Maria Lvova-Belova and the head of Chuvashia Oleg Nikolaev. The State Duma deputy considered that such instructions could harm the state’s demographic policy. “Awareness of the need for personal, continuous presence next to a child for many years under the threat of further removal from the family can become a compelling reason for making decisions about refusing to have children,” the parliamentarian warned.

“There can be no talk of any deprivation of contacts with grandparents or other close relatives,” the Cheboksary administration assured. According to officials, the letter from the guardianship authority only reminded “the strict need for responsible parenthood”: a power of attorney and temporary guardianship must be issued if the parents went to work in another city or region or are in the hospital for a long time.
