In 2022, 9.8% of Russians — 14.3 million people — were below the poverty line. This was reported RBC with reference to the updated assessment of the level of poverty in Russia by Rosstat. The final indicator turned out to be 0.7 p.p. below the initial estimate – 1 million people less. Compared to 2021, the number of poor Russians decreased by 1.2 percentage points, or 1.7 million.

The new estimate puts the rate below 10% for the first time since 1992. RBC notes that the number of Russians below the poverty line closest to this value was recorded in 2012, when the figure was 15.4 million people, or 10.7%.

The largest percentage of the poor population was recorded in Ingushetia – 30.5% of the population, which is 1.2 p.p. over 2021. In second place is Tuva (28.8% of the population, +0.6 p.p.), in third place is Khakassia (18.1% of the population, +0.2 p.p.). Poverty fell the most in the Jewish Autonomous Region (-2.1 p.p., 20.3% of the poor), the Altai Republic (-2 p.p., 20.4% of the population) and Kabardino-Balkaria (-1 .7 p.p., 16.4% of the population).

As Rosstat explained to RBC, the differentiation of the population by income level was reduced from 15.2 to 13.8 in 2022 thanks to targeted support for less well-off groups. At the end of the year, the indicator of population differentiation became the lowest since 1998.

The total deficit of cash income at the end of the year decreased by 5 billion rubles. — up to 690.2 billion rubles. The indicator reached its lowest level since 2014, while its nominal peak was recorded in 2020.

As follows from the national development goals of Russia, by 2030 the poverty rate should fall to 6.5%. The government said that the target value of the indicator in 2023 should be 10.1%.
