The discussion within the framework of the XI St. Petersburg International Legal Forum turned on Thursday into a discussion of the expediency of preserving the 13th article of the Constitution, which prohibits state ideology. Chairman of the Investigative Committee (ICR) Alexander Bastrykin said that ideology has always been in Russia and is needed now. He was supported by the head of the Ministry of Justice, Konstantin Chuichenko, who said that the issue of Article 13 “will have to be resolved,” since, as the minister later explained to Kommersant, it conflicts with accepted state values. At the same time, according to Kommersant’s information, the presidential administration has so far tended not to include state ideology in the text of the Constitution, but to promote a set of values that need to be instilled in society.
