A criminal case of negligence (Part 3 of Article 293 of the Criminal Code of the Russian Federation) was opened on the fact of a fire in the Kostroma cafe “Polygon”. The maximum penalty under this article is imprisonment for up to seven years.
How informs the press service of the Investigative Committee, control measures in the Polygon cafe, where a fire broke out on November 5, were not carried out by responsible officials for a long time, fire protection in the building was not provided.
“As a result of the violations of fire safety requirements, 13 people died, six were injured,” the ICR said in a statement.
In addition, as reported REN TV citing sources, against the director of the company “Empire” Natalia Belenogova, who was in charge of the cafe, a criminal case was initiated under the article on the provision of services that do not meet safety requirements (Article 238 of the Criminal Code of the Russian Federation). According to the channel, now the detainee is in a temporary detention center. She was interrogated investigators yesterday.
In addition to Natalia Belenogova, 23-year-old Stanislav Ionkin was previously detained. As the Izvestia newspaper reported, during a conflict with visitors, he shot at the ceiling with a Hunter’s Signal rocket launcher and fled. He was detained by the police 6 km from the cafe. The Baza project wrote that he participated in the hostilities in Ukraine, during which he received a shell shock, and on August 22 he arrived in Kostroma.
