Russian Prime Minister Mikhail Mishustin, during an address to State Duma deputies, said that he understands the desire to tighten migration policy after the terrorist attack in the Crocus near Moscow. He called on deputies to base their decisions on the opinion of law enforcement agencies.

“I share your desire for retribution when it comes to terrorists, and I understand with understanding the numerous proposals on migration issues in light of the recent tragedy,” said Mr. Mishustin. He said that he expects those involved in the terrorist attack in the Crocus City Hall near Moscow to be punished.

According to him, the preparation of legislative initiatives should take into account the positions of law enforcement agencies, whose competence includes the security of citizens and the state. “These are the services that implement the decisions made and are responsible for the results, so it is necessary to carry out coordinated work. This is the only way it will be effective,” Mikhail Mishustin emphasized.

He also recalled the words of President Vladimir Putin that terrorism has no nationality or religion. “Representatives of many nationalities and religions live peacefully in our country. We have a truly multinational state,” the prime minister said.

The terrorist attack at Crocus City Hall, committed by citizens of Tajikistan, intensified the public debate about the tightening of migration policy in Russia. The Ministry of Labor of Tajikistan reported that after the terrorist attack it recorded a massive outflow of its citizens from Russia, as well as cases of oppression of Tajiks in the country “at the everyday level.”

April 1 Ministry of Internal Affairs finished development of an initiative to tighten migration policy. The new bill limits the stay of foreigners and stateless persons in Russia to 90 days per year.
