Human rights activists asked State Duma Chairman Vyacheslav Volodin to consider adopting an amnesty act for convicted women in order to improve the demographic situation in the country.
A corresponding request was sent to the State Duma by HRC member Eva Merkacheva. As the human rights activist notes, in recent weeks deputies have put forward several legislative initiatives that could improve the demographic situation. Among them, some are quite controversial – for example, for imprisoned women to receive leave for the purpose of conceiving a child, and then return to places of imprisonment.
For his part, the human rights activist proposes to declare an amnesty for women prisoners, which will clearly contribute to an increase in the birth rate. More than half of the female prisoners are of childbearing age, and the number of young female prisoners is constantly growing. They could easily integrate into society and have children.
