HRC to discuss with legislators the legal definition of the term “traitor”

Kirill Kabanov, a member of the Presidential Human Rights Council, said that he plans to discuss with his colleagues the possibility of introducing the legal term “traitor” into Russian legislation. According to him, changes can be made to Article 275 of the Criminal Code of the Russian Federation “Treason”.
“The manifestation of betrayal in any form must be punished. But to solve this problem is possible only through the law. And at the legislative level, it is necessary to start with the definition of the very legal concept of “traitor”, perhaps through the introduction of appropriate amendments and changes to Article 275 of the Criminal Code of the Russian Federation “Treason”, – wrote Mr. Kabanov in Telegramreferring to the discussion that Russian politicians are now having.
He noted that before the change in legislation, “all morally justified claims against “traitors” and proposals to introduce any restrictions for them” have no legal force and may violate the rights of citizens.
“In the near future, my HRC colleagues and I are planning to prepare our position on this issue and discuss it with interested persons/departments, but, first of all, with legislators,” Mr. Kabanov said.
Earlier today, State Duma Speaker Vyacheslav Volodin offered to confiscate property from the “left scoundrels” who insult the inhabitants of Russia, as well as its soldiers and officers. He suggested that this be regarded as extremism, the rehabilitation of Nazism or discrediting the armed forces, as well as supplementing the article with the possibility of confiscating property from those convicted for this.
Andrey Klishas, Head of the Federation Council Committee on Constitutional Legislation and State Building called possible confiscation of property from the departed Russians for discrediting the Russian army. He also noted that for this it is necessary to make appropriate amendments to the Criminal Code.
Representatives of the Russian establishment have recently been critical of the actor Artur Smolyaninov, who has repeatedly condemned Russia’s military operations in Ukraine (the actor is not in Russia). Deputy of the State Duma of the Russian Federation Sultan Khamzaev called him a “traitor”. Chairman of the Investigative Committee of Russia Alexander Bastrykin instructed initiate a criminal case because of the statements of the actor.
Deputy Chairman of the Security Council Dmitry Medvedev suggested act according to the “rules of war” in relation to “traitors”. He said that if “laws do not work”, then “quiet groups of impeccably inconspicuous people” must execute them.
