The head of the Presidential Human Rights Council (HRC), Valery Fadeev, sent a letter to State Duma Chairman Vyacheslav Volodin with a request to postpone the adoption of a bill allowing clear-cutting in the ecological zone of Lake Baikal. The document was adopted by the State Duma in the first reading in July.
The Human Rights Council believes that it is necessary to conduct an additional independent scientific assessment of the consequences of the adoption of the bill and discuss the results of the assessment with civil society.
“Representatives of environmental organizations are concerned that the bill creates the preconditions for abuse, when, under the guise of infrastructure modernization, new tourist facilities will be created that will multiply the anthropogenic load on the Baikal ecosystem,” the statement says. In August 2023, meetings were held in the Irkutsk region and Buryatia with the participation of parliamentarians, representatives of the scientific and expert community – as a result, amendments were developed that they want to adopt. However, the HRC believes that the amendments cannot yet completely eliminate the risks of negative impacts on Lake Baikal.
Valery Fadeev emphasized that the adoption of the amendments is important for local residents, but this law must completely neutralize environmental risks, including clear-cutting in the interests of “unscrupulous business.”
