Unemployment benefits are financial assistance from the state for citizens who are unemployed. It is regulated by the law “On Employment in the Russian Federation”. The maximum allowance in 2022 is 12,792 rubles.

Who can receive benefits

The unemployed are able-bodied citizens who do not have work and earnings. They must be registered with the employment service, look for work and be ready to start it. In addition, people of pre-retirement age can receive benefits if they were fired five years before retirement, if two years before they can become pensioners ahead of schedule.

To register as unemployed, you need to apply to the employment center (CZN) at the place of registration or in the region where the citizen wants to find a job. Since April 2020, due to the coronavirus pandemic, documents can be sent electronically through the public services portal. In addition, documents can be submitted through the Jobs in Russia portal, but in this case, the citizen must be registered in the Unified Identification and Authentication System (ESIA). The following documents are required for registration:

– diploma, certificate or other document confirming education and qualifications;

– employment history;

Who is not eligible for registration:

– citizens under 16 years of age;

What happens after registration

After registering a citizen at the employment center, employees within ten days from the date of application will begin to look for suitable vacancies for him. If they are still unable to employ a person, he will be recognized as unemployed and he will begin to receive benefits.

A suitable job must meet:

– conditions of the last place of work;

In case of failure to appear for an interview with an employer, the amount of benefits will be reduced by 25%. For the refusal of two vacancies, a stop in the payment of benefits for a month will follow. These penalties apply only to eligible work. Inappropriate vacancies can be rejected as many times as you like. In the case of a suitable job, in order to maintain benefits, the employer must provide a written refusal to hire a citizen.

If a person fails to find a vacancy or he does not have an education, he can go to study in the direction of the Central Health Center. In this case, the ESC employees decide which specialties are most in demand and conclude an agreement with the necessary educational institution. Then the citizen selects a suitable program from the list offered to him.

How the amount of the benefit is determined

The payout amount depends on various factors. The maximum allowance is 12,792 rubles, the minimum is 1,500 rubles. The specific amount depends on the personality of the unemployed, his length of service, reasons for dismissal and past salary.

The maximum amount of benefits is received by citizens who worked 26 weeks during the year before registration. They are charged 75% of the average salary in the first three months of payments and 60% in the next three months, but not more than 12,792 and 5 thousand rubles. respectively.

The following citizens will receive the minimum allowance:

– who are looking for a job for the first time;

– who had a break in labor activity for more than a year;

– with less than 26 weeks of work experience;

– dismissed for violation of labor discipline (truancy, drinking at work, etc.);

How long can I receive benefits

Unemployment benefits are paid for three or six months. The total period of payments should not exceed 12 months.

Within three months, the benefit is received by those who:

– looking for a job for the first time;

– by the time of registration, he had not worked for more than a year;

– dismissed from the last place of work for violation of discipline;

– ceased individual entrepreneurial activity;

– at the last job, he provided services under a civil law contract or an author’s contract;

– withdrew from the members of the farm;

– did not provide a certificate of average earnings for the last three months at the last job.

Within six months:

– worked at least 26 weeks in the past year;

– resigned of their own free will;

– left due to the liquidation of the organization or staff reduction;

– retired from military service within 12 months prior to unemployment, but at the same time worked for at least 26 weeks before being called up.

The benefit period may be extended for pre-pensioners. For each year of insurance experience (from 25 years for men and 20 years for women), the period of material support can be extended by two weeks. In this case, the period of payment of benefits in total cannot exceed 24 months within three years.

In other words, during a period equal to 12 months from the moment of recognition of the status of unemployed, he can receive benefits only for three or six months.
