In 1960, the state began to worry about the state of the housing stock. Residents and tenants could afford to break a number of rules, namely, fire and sanitary safety rules; carry out uncoordinated redevelopment of residential premises and damage flower beds in courtyards. All this led to problems with the maintenance of houses.
Measures were taken, the resolution of the Council of Ministers of the RSFSR dated October 18, 1962 “On increasing responsibility for the safety and maintenance of the housing stock” was preserved in the Glavarkhiv. What approved and fixed the rules for the use of residential premises. Now the tenants were obliged to keep the house clean and tidy, to use it correctly and carry out timely repairs. The resolution also stated that the housing stock is “state socialist property and public property.”
The Moscow Council called for encouraging the initiative of citizens, the decision came into force 15 days after publication and was valid on the territory of Moscow for two years.
It was added to the duties of citizens to keep clean not only personal premises, but also common areas. Residents were required to monitor the implementation of the repair deadlines, which were indicated in the housing maintenance office in the passport.
For non-compliance with the rules, they could be forced to pay a fine, for example, for the re-equipment or redevelopment of premises without coordination, the fine was from 10 rubles. In the worst case, the violator could be evicted in court without providing other housing.
