In 2024, the growth of utility tariffs in the Russian Federation will be limited to 9.8%. In 2025, indexation will be 5.7%, in 2026 – 4%, follows from the forecast (.pdf) Ministry of Economy on the socio-economic development of Russia for 2024 and for the planning period of 2025 and 2026.
“Thus, for example, the average payment for housing and communal services for a family of three people living in an apartment of 50 square meters. m, will increase by 500–550 rubles. This indexation is carried out after a one and a half year break (it did not happen in 2023). The housing and communal services infrastructure needs modernization, without which the risk of accidents increases, especially in the autumn-winter period,” the ministry explained (quoted from “Prime”).
The Ministry of Economy noted that the final size of utility tariffs will be determined by regional authorities. The Federal Antimonopoly Service will monitor compliance with the 9.8% limit.
Previous indexation of tariffs for housing and communal services passed seven months ahead of schedule – December 1, 2022 instead of July 1, 2023. The decision was explained by the need to update the utility infrastructure and the fact that in recent years indexation was below the inflation rate.
