Population decline has been one of Russia’s most serious problems over the past 30 years. She is constantly in the field of view of power.

And now, at a meeting of the Council for Strategic Development and National Projects, I set the task for the Cabinet of Ministers:

“When implementing measures to achieve the national development goals of the Russian Federation for the period up to 2030, the Government of the Russian Federation should pay special attention to achieving the following goals and targets in 2023: growth in real wages; reducing the level of poverty and income inequality of the population; increase in life expectancy; an increase in the birth rate. The government was given a deadline until February 10, 2023 to develop and submit a set of additional measures aimed at increasing the birth rate and supporting families with children, providing for an assessment of the effectiveness of these measures, sources and amount of additional funding.

By a decree of the Cabinet of Ministers, from February 1, the lump-sum allowance for the birth of a child has been increased to 22.9 thousand rubles. On February 8, the head of government determined the ministries and departments responsible for the implementation of the president’s instructions. On February 9, Deputy Prime Minister Tatyana Golikova held a meeting at which she said: “In 2022, 747 billion rubles were provided for the implementation of the Demography national project. Cash execution was 99.6%, which is one of the highest rates among all national projects.”

911,900 families received maternity capital, payments for the first child – 1,300 thousand families, payments for the third or subsequent children – 736 thousand families. However, as reality shows, measures of material support for mothers and young families have little effect on the situation. In 2022, 1,306,162 children were born in Russia. In order to assess the situation, it is necessary to have accurate data. And it doesn’t always work out. It is believed that statistics puts the mind in order. We have some confusion. Perhaps our life is so contradictory that no Rosstat can “understand Russia with the mind”?

So, in early February, the entire press, citing Rosstat, reported that as of January 1, 2023, 146,424,729 people lived in Russia. And as of January 1, 2022 – 146,980,061 people. Thus, the population of the country over the past year decreased by 555,332 people.

But where did the number 146,980,061 come from? Rosstat explains: taking into account the All-Russian census of 2020-2021. It is only known that the census did not take place as expected, and its results are questioned by many experts. And by Rosstat itself – including. For example, according to the results of the census, there were 147 million Russians. So, in the past time, something has been clarified in Rosstat? Okay, let’s focus on the latest data – 146.4 million people.

But then you need to navigate, compare them with the updated data of the same Rosstat as of January 1, 2022. In a special Bulletin (https://rosstat.gov.ru/storage/mediabank/Bul_chislen_nasel-pv_01-01-2022.pdf) after summing up the results of the census, it was indicated that as of January 1, 2022, the permanent population of the Russian Federation was 145,557,576 people. Does this mean that over the past year there have been at least 555 thousand Russians, but, on the contrary, more – almost 1 million people?

Probably, a comparison over a long period of time can give some general idea. In 1992, 148.5 million people lived in Russia. In the current – 146.4. At the same time, it should be borne in mind that the latest figure since 2014 includes 2.3 million residents of Crimea.

So, taking into account this factor, the population of Russia has decreased by 4.4 million people over 32 years.
