The Ministry of Health supports a ban on gender reassignment at the request of the patient, said the head of the department, Mikhail Murashko. Earlier today, the State Duma adopted bill on the prohibition of sex reassignment operations in the first reading.
“The Ministry of Health supports the inadmissibility of gender reassignment based only on the patient’s desire or on certain, so to speak, unauthorized actions,” Mikhail Murashko said at a meeting of the State Duma (TASS quote).
The minister believes that high-level councils in federal institutions should make decisions about surgical and hormonal treatment. “I think this law can be supported in the first reading. This work will be continued by the second reading,” he added.
The amendments adopted by the State Duma prohibit sex reassignment surgery, except in cases of treatment of congenital physiological anomalies. The list of anomalies will be approved by the government. The authors of the bill are almost 400 deputies, headed by State Duma Speaker Vyacheslav Volodin.
According to sources “Kommersant” in the State Duma, the attention of legislators was attracted by the increasing cases when young people provided certificates of sex change in order to avoid being drafted into military service.
