The Duma team of Vyacheslav Volodin made a titanic effort to unlock the chains of transformation of virtual budgetary funds into material objects. And all the same, contracts are simply not concluded in sensitive areas. By the way, Nikolai Zhuravlev, Deputy Chairman of the Federation Council, reported at the plenary session of the chamber on the reform of public procurement, listing all the necessary measures. However, laws are not a quick matter, and the budget must be saved now.

In the end, the Duma had to adopt in the first reading the bill “On Amendments to the Federal Law “On Hunting and the Preservation of Hunting Resources and on Amendments to Certain Legislative Acts of the Russian Federation” and to Certain Legislative Acts of the Russian Federation.” The bill is voluminous in meaning and contains curious rules about wild animals and their hybrids with domestic counterparts, which is difficult to understand without specific knowledge. The discussion included data that cannot be combined. On the surface, there are manipulations with hunting grounds, which is why critics of the bill called it lobbying in the interests of non-poor hunters.

Of the two meetings of the State Duma and the Federation Council on Wednesday, March 15, I would choose the draft law “On Employment in the Russian Federation” adopted in the first reading as the most significant.
A dense team of parliamentary heavyweights acted as authors of the legislative initiative: Vyacheslav Volodin, Vladimir Vasilyev, Andrey Isaev, Sergey Neverov, Mikhail Tarasenko, Valentina Matvienko, Andrey Turchak, Andrey Klishas, Inna Svyatenko, Daria Lantratova.
The new law on employment of the population should replace the law of 1991, when the problem of the unemployed was solved.
This was stated by the speaker Andrei Isaev, a man with extensive experience as a trade union tribune, reasonable and sober-minded. According to him, the new law has a different ideology. New forms of employment were introduced into the law – platform, remote, self-employment. The category of citizens under the threat of dismissal was reflected. It is possible to challenge job offers that you do not like. The mechanism is not simple, but the authors of the bill, at least, think about it. Employment support can be obtained at the place of actual residence.
The deputies, and Isaev in particular, are concerned about the increase in the transfer of employees to the status of self-employed, although they do not do it for themselves, but for the platform uncle. It turns out an illegal translation of labor relations into civil law in order to save on social guarantees.
Mikhail Delyagin pointed to a popular platform where strikes are taking place over slave-owning working conditions. Isaev admitted that they failed to cope with the regulation of platform employment, it will be necessary to prepare a separate law. Yaroslav Nilov, Chairman of the Committee on Labor and Social Policy, warned that if the rights of delivery workers are ensured, food delivery will become more expensive. Approximately the same thing was said in the past by the deputy of the same LDPR faction Alexei Mitrofanov. The ILO conventions were made by the left, and employers do not want to comply with them. Mitrofanov has long since disappeared on Okhotny Ryad, and strikes are shaking Europe. The Russians, compared to the Europeans, are just beacons of patriotism and are unlikely to start destroying their country again.
The Russian ideology differs from the Western one, where benefits are paid on a chronic basis, so that a person can live without work dependent on the state. In our country, the state helps a person temporarily to provide work. Therefore, it is difficult to get the status of unemployed in Russia. Isaev honestly said about the bill: “We do not believe that this is an absolute masterpiece,” and further summarized the flaws that need to be improved. I will quote Isaev’s closing remarks. “A few fundamental questions regarding platform employment and self-employment. Colleagues, at the moment these two categories are generally outside the scope of legal regulation. With this decision, we are starting legal regulation precisely in order to prevent the lawlessness that exists, which Mikhail Gennadievich Delyagin spoke about. I repeat once again that by the second reading of this bill, we will prepare a separate bill on the specifics of the legal regulation of platform employment.
At the same time, I share the fears voiced here that employees are being transferred to the category of self-employed, this indeed, unfortunately, takes place, but I want to clarify that in order to prevent this, amendments are necessary to the Labor Code in order to fix the impossibility of issuing a labor function, employment for civil law relations. Such amendments, of course, will also be prepared.
Seniority. Colleagues, now this concept is more of a moral character. The experience we are talking about is insurance. He, namely the insurance period, is taken into account both when assigning a pension and when paying a sick leave, that is, when insurance premiums are paid for a person. That is why there is no need to talk about full-time students here, they have an insurance record from the moment they start working, and the corresponding contributions are paid for them.
Under no circumstances do we want to violate the rights of trade unions. The right of trade unions to receive information about mass layoffs is fixed today in the Labor Code of the Russian Federation. We cannot prescribe the same norms in all social laws in order to somehow additionally confirm them.

The topic of employment and other parliamentary delights faded in the light of Chairman Volodin’s joke: “Look what is happening in America – banks began to collapse … how Chubais arrived … All this is not without reason!” In fact, the chairman of the Duma spoke out against intermediaries in the energy sector.
A government hour was taking place in the Duma. Energy Minister Nikolai Shulginov was on the podium. It seems to me that a man is a slave, contrary to the Soviet school, for the sake of self-preservation, he professes a liberal position: if you want investments, put up with an increase in tariffs. However, the minister knows the reason for the inevitability of such an approach. The former chairman of the Duma Energy Committee, Ivan Grachev, spoke about it. He was removed not for this, but for energy diplomacy with the European Union. When Volodin spoke openly about intermediaries, Shulginov remained silent. How many people laid down their lives in a political war for the truth! Volodin spoke eloquently and left. Other speeches described the energy picture as strange and, again, incomprehensible. Russia is the largest energy donor. The country’s leadership intends to restore this line. Decarbonization, explosions of Nord Streams – all this is a struggle for world leadership in energy.
Russia has an excess of energy resources. Compared to the USA, China, France, Russia’s energy sector is not developing. Our fate will no longer depend on Putin and his partners, but on ourselves. If we want to work and develop production for this, much more energy will be required. Isaev will have to remake the law on employment in a more understandable format.
I don’t know why German Gref postponed his speech in the Federation Council on the topic of artificial intelligence. It turned out to be symbolic. In the case of a course towards the development of the country, Chubais, in comparison with Gref, will seem quite humane. In my opinion, Gref created a system of blocks in the development of the country, first through the Ministry of Economy, then Sberbank. He reached out to education, animation, ACS. Chubais acted differently; he unblocked development by tactically yielding to the demands of external partners. It is possible to repair the power industry, Volodin proved it. It is much more difficult to restore what has been lost in education and especially in cybernetics. Although the ideas of Viktor Glushkov are used by almost the whole world. The situation is not the same as the chairman of the Duma paints. It depends on the president’s decisions regarding Gref and Nabiullina. And on what topics Mishustin will raise in the government report. Science of a sovereign format will not be there.
