The Ministry of Education is asking the government to grant school teachers who meet the recruitment criteria presented by the General Staff a deferment from partial mobilization. The Ministry of Education of the Russian Federation sent a petition to the government for a deferment from partial mobilization for school teachers. This was announced to journalists by State Secretary – Deputy Minister of Education of the Russian Federation Andrei Korneev on Friday. “The Ministry of Education proposes to provide an appropriate deferment to teaching staff, given the specifics, the need to work in schools, in educational organizations,” he told RIA Novosti, “so we will discuss with colleagues from the defense department in order to somehow find some compromises” . According to him, the petition refers to all teachers who fall under the criteria for partial mobilization. The Ministry of Education is now awaiting a response from the Ministry of Defense and the General Staff and is ready for further negotiations. The press service of the ministry was unable to provide details, as well as assess how critical the situation with the mobilization of teachers in the regions is.
The problem is very acute, assures Yana Lantratova, First Deputy Head of the Committee on Education of the State Duma. “In all social networks, at the address of the reception of the State Duma, I receive requests from people from different regions with a request to achieve a delay,” she told Kommersant. “More than 3.5 thousand official appeals and tens of thousands more through social networks. Schools and our children really need teachers. They are already sorely lacking – from 200 thousand to 500 thousand! Especially men. And it is short-sighted to call on those who, at best, are left at the school for two people. According to her, in rural schools the absence of even one teacher can stop the educational process. Also, Ms. Lantratova notes, it is difficult to find a replacement for some “high-class teachers” from prestigious schools who prepare children for the Olympiads and entering universities.
There are no statistics on the number of mobilized teachers, says Vsevolod Lukhovitsky, co-chairman of the Teacher trade union, but reports of such cases appear regularly “both in the media and from colleagues.” “There are few male teachers in general,” he notes. “Principals are making efforts because they understand what it will mean if teachers are taken away during the school year, for example, if children in the 10th or 11th grade are left without a Russian language teacher or mathematics. However, according to him, there are also reverse situations, when school leaders “do not try to do anything” to achieve a delay for their subordinates.
“At one of the schools in Moscow, when the teachers found out that their colleague had received a summons, the director suggested that everyone chip in to buy military equipment for him,” says Mr. Lukhovitsky.
Kommersant asked representatives of regional authorities to comment on the drafting of teachers for military service. The Education Committee of St. Petersburg did not receive such information, Vladislav Malyshev, head of the sector for mobilization training, told Kommersant. In the Ministry of Education and Education of the Ulyanovsk Region, to a request from Kommersant, they replied that “in the region, teachers were not called up for partial mobilization.” Five teachers were called up in the Rostov region, the workload was redistributed to other teachers, Kommersant was told in the press service of the regional government. In the Nizhny Novgorod region, “there are isolated cases” when summons were sent to teachers, in these cases the authorities individually work out issues of mobilization with the military registration and enlistment offices. In the military registration and enlistment office, having figured it out, they did not send the man to the assembly point. In the department of information policy of the Sverdlovsk region, “Kommersant” said that among the teachers in the Middle Urals there are no mobilized. At the same time, the administration of Nizhny Tagil reported that four teachers were called up in the city district as part of partial mobilization. These men taught computer science, chemistry, physical education and life safety. In Yekaterinburg, the Department of Education is preparing documents for granting deferments to school principals and their deputies. Principals and directors, in turn, must compile lists of male teachers who need a reservation.
Recall that partial mobilization has been announced in Russia since September 21. A few days later, the President signed a decree on the postponement for full-time and part-time students. On October 5, this document was amended to provide a similar deferment to students in non-state universities and graduate students.
The trade union “University Solidarity” issued a statement on the need to exempt scientists and university teachers from mobilization. As the co-chairman of the trade union Andronik Arutyunov explained to Kommersant, now the teachers and employees of the research institute there are two options to avoid the call.
- Firstlythe management of universities and research institutes can independently obtain a reservation for their employees: submit an application to the booking commission at the military registration and enlistment offices and prove that the employee is necessary for the functioning of the institution.
- Second option – the presence of a university or research institute in the list of enterprises that participate in the work of the defense industry, in accordance with the government decree on the right to grant a deferment dated September 30, 2022 No. 1725. “We have a lot of universities or research institutes in one way or another connected with the state order and the defense industry,” says Mr. Arutyunov. “The task of their leaders is to make sure that the institution is on the specified list and send the list of employees to the military commissariats. But there are universities that have forgotten to do this or are not dealing with these issues promptly.”
Earlier, the rector of Moscow State University Viktor Sadovnichy said that “candidate teachers, doctors of science are not subject to mobilization”, but there were cases of mobilization of the technical staff of the university. The rectors of two other metropolitan universities also told Kommersant that their teachers are not subject to mobilization and “military registration and enlistment offices agree with this.” However, on what basis teachers receive preferences, the rectors found it difficult to say.
Kommersant sent a request to the Ministry of Education and Science with a request to clarify whether university teachers fall under the criteria for partial mobilization.
