The government commission on legislative work approved the proposal of the Ministry of Internal Affairs to introduce mandatory genomic registration of close relatives of missing persons.

A bill prepared by the Ministry of Internal Affairs (available to MK) proposes to supplement this list with close relatives of the missing: these include parents, children, full brothers and (or) sisters. The genomic information of this category of citizens will be destroyed as soon as the missing person is found, or when the unidentified corpse is identified – otherwise the storage period is set at 70 years.

The government believes that the innovations will help “increase the efficiency” of searching for missing persons. The explanatory note to the initiative states that despite all the measures taken, the number of missing and unidentified corpses in the country is growing. As of January 1, 2023, almost 28 thousand people disappeared without a trace, of which 960 were minors, and in 2022 it was possible to establish the fate of only 7.5 thousand missing citizens, that is, about 26% of the total number. “The search for missing persons is directly related to the identification of unidentified corpses,” but as of January 1, 2023, out of a total number of 12 thousand cases of unidentified corpses, only 1,855 persons could be identified, the document says.

If we talk about the federal database of genomic information, then it stores data on 34 thousand unidentified corpses, “of which about 600 annually become identified.”

Missing persons cases are handled by the police. They open after a statement or message from a relative or loved one about the disappearance of a person.
