Golikova instructed to work out a ban on abortion for girls aged 15-18 without parental consent

Deputy Prime Minister Tatyana Golikova instructed to work out the issue of the advisability of a ban on abortion for minors from 15 years of age without parental consent. This is stated in the minutes of the meeting of the Council under the government on guardianship in the social sphere.

Abortions in Russia are included in the system of compulsory medical insurance. In accordance with Art. 54 of the Law “On the Basics of Protecting the Health of Citizens of the Russian Federation”, minors over the age of 15 can independently decide on an abortion, this does not require additional permission.

“The Ministry of Health of Russia … to work out issues and submit proposals … on the advisability of introducing a ban on abortion by minors aged 15-18 without the consent of their parents (legal representatives),” leads Interfax excerpt from the document.

Also suggested:

• update clinical guidelines on induced abortion;
• develop a procedure for counseling and questioning women in a state of reproductive choice;
• to prohibit women who plan to terminate a pregnancy and are on conservation to be in the same room;
• approve a unified procedure for conducting pre-abortion psychological counseling.

Appropriate proposals must be submitted by February 1, 2023.

Roszdravnadzor, meanwhile, was instructed to take action against specific medical organizations that violated the law when carrying out abortions.
