Gennady Krasnikov: “The system of universal managers must be broken”

Candidate for President of the Russian Academy of Sciences told how he plans to return institutes to the Academy of Sciences

On Friday, scientists from the Far Eastern Branch of the Russian Academy of Sciences discussed the return of institutes to the bosom of the Russian Academy of Sciences with Gennady Krasnikov, a candidate for president of the Russian Academy of Sciences.

Many troubles of the modern Academy occur due to the fragmentation of the RAS and its former institutes. This is the opinion of the vast majority of scientists, arguing that science should be managed by people from science, not managers.

How it would be possible to technically return the institutes was of great interest to those present at the meeting of the Presidium of the Far Eastern Branch of the Russian Academy of Sciences.

Krasnikov began on February 24 of this year… By the way, at the meeting he referred to this date more than once, emphasizing that a new stage began in the life of our country with it, requiring the breaking of old approaches, including in the management of science.

“February 24 showed that the challenges that are now set before the country cannot be solved by the old methods of a market economy,” said Gennady Yakovlevich. – After all, the market economy has given rise to the so-called universal managers. Today he runs a bank, tomorrow a law firm, and then he is put in charge of a large, powerful enterprise or an entire ministry. And how to manage if you have no idea about the subject?

This system needs to be broken.

But how to return the institutions back if, apparently, no one is going to give them away yet?

– Let’s get back to what is written in the law, – suggested Krasnikov. – We have scientific and methodological guidance of institutes. This is what we will be doing to the fullest. We weigh everything, give recommendations, send them to the Ministry of Education and Science, to the government and achieve results. After everyone sees that the mechanism works, we raise the issue of transferring institutions to us. But not everyone.

According to the academician, the leading scientific organizations should return to the Academy: “We will have the right to raise the issue of transition, but we will move in the sequence that I outlined.”
