He noted that the Ukrainian special services understand that they are responsible for the fate of the agents they recruited. In this regard, mutual obligations arise between the parties, but Ukrainian recruiters do not have this.
Mikhailov compared this tactic to carpet bombing. According to him, the Ukrainian side is recruiting people through channels in various messengers, which are filled with scenarios for committing sabotage, and are waiting for someone to start using it.
When one of the people responds to such a message, Ukrainian recruiters promise that they will help them avoid punishment and pay a monetary reward.
