To register media cards in Russia, foreigners, including migrant workers or stateless persons, will be required to register on the State Services portal. The publication reports this “Vedomosti”.
According to the source, they will have to use biometrics when visiting mobile phone stores in person.
The exception will be diplomats, representatives of international organizations and refugees.
The corresponding bill was prepared by the Ministry of Digital Development, Communications and Mass Communications of the Russian Federation. It has been sent to law enforcement agencies, Roskomnadzor, the Ministry of Foreign Affairs, the Federal Antimonopoly Service and the Ministry of Economic Development for approval.
