Rosobrnadzor sent warnings to universities about the inadmissibility of violating the requirements for conducting exams on knowledge of the Russian language, history and fundamentals of Russian legislation, as well as for issuing certificates to foreign citizens. In total, five Russian universities received warnings.

- Peoples’ Friendship University of Russia. Patrice Lumumba;
- St. Petersburg State University;
- State Institute of Russian Language named after. A. S. Pushkin;
- Russian State Pedagogical University named after. A. I. Herzen;
- Pskov State University.
On April 8, for the illegal issuance of certificates of Russian language proficiency in Moscow, detained five people, including employees of the State Institute of Russian Language named after. A. S. Pushkin. According to a Kommersant source, they sold certificates to migrants for 5.9 thousand rubles.
April 9 Cheryomushkinsky court of Moscow in the case of illegal sale of certificates arrested Gennady Tarasenko. According to investigators, he, along with another person involved in the case, Tatyana Novikova, found foreign citizens, and an employee of the Institute named after. Pushkin Marina Balburova took exams for foreigners on their knowledge of the Russian language. The court chose a ban on certain actions as a preventive measure for Tatyana Novikova, and house arrest for Marina Balburova.
