“There are no problems with employment of those sentenced to forced labor. The work of convicts sentenced to forced labor is in great demand among employers – according to the results of 2022, the coverage of labor by such convicts was 99%, ”the response of the Federal Penitentiary Service says.
More than 26 thousand people sentenced to forced labor are involved in labor in 1.7 thousand organizations, several thousand people sentenced to colony settlements are also employed in companies. How much exactly is not specified. In 2022, there were 9.3 thousand of them.
According to the Federal Penitentiary Service, the practice of involving convicts in forced labor is becoming “an effective way to eliminate the shortage of labor resources.” The department does not aim to make a profit, but sees this as a means of correcting prisoners “and the most important element of their labor education and vocational training.” The Federal Penitentiary Service does not believe that such a practice violates Art. 2 of the Convention of the International Labor Organization. The document states that supervised work ordered by a court does not qualify as forced labor “provided that the person in question is not assigned to or placed at the disposal of private persons, companies or societies.”
