The former head of the Main Center for Engineering and Technical Support and Communications of the Federal Penitentiary Service Sergey Tolstov was convicted of fraud with government contracts. The Zamoskvoretsky court sentenced him on Monday to 3.5 years in prison in a penal colony. The ex-head of the GCITOiS Sergey Tolstov was arrested in July 2021 on suspicion of fraud in concluding state contracts for the supply of security systems for prisons and colonies in the amount of 300 million rubles. The investigation questioned the quality of the equipment and the transparency of the tender. The Federal Penitentiary Service conducted the purchase of sets of biometric personality recognition systems for the checkpoints of colonies three times: in 2015, 2016, 2017. The cost of the contract was eventually estimated at 80 million rubles. However, in 2016 and 2017, when the communications center was headed by Sergey Tolstov, the only supplier of equipment for the Federal Penitentiary Service at that time was Stilsoft Trading LLC. She completed contracts at the order of the Federal Penitentiary Service at a clearly inflated price – in the amount of 747.8 million rubles.

A criminal case against the official for exceeding his authority was opened in the summer of 2021. After his arrest, he spent 7 months in SIZO-4 “Medved”. There, by the way, he constantly went to the library and re-read all the literature, including the classics. Then the preventive measure was changed to house arrest. However, Tolstov clearly had a presentiment that the verdict would be guilty, and he arrived in the courtroom with his things.

According to the lawyer, she will appeal against the verdict against Sergei Tolstov.
