Federal emergency introduced in Primorye after floods

A state of emergency (ES) of a federal nature has been introduced in the Primorsky Territory due to flooding caused by heavy rainfall. The decision to introduce a federal emergency situation (ES) in the Primorsky Territory was made on Friday at a meeting of the government commission for the prevention and elimination of emergency situations and ensuring fire safety, chaired by Deputy Head of the Ministry of Emergency Situations of the Russian Federation Viktor Yatsutsenko. “The federal level of response has been introduced. This will allow the region to more quickly receive assistance from the federal center, including financial assistance, to eliminate the consequences of a natural disaster,”— informed Governor of the region Oleg Kozhemyako.

From 10 to 12 August in Primorye raged Typhoon Hanun. There were heavy rains in the region. In Ussuriysk, a dam broke through, which was built to contain floods. The ICR opened a criminal case on the fact of a dam breach on the grounds of violation of safety rules during construction work (part 1 of article 216 of the Criminal Code of the Russian Federation) and negligence (part 1 of article 293 of the Criminal Code of the Russian Federation). The breakthrough of the dam in Ussuriysk led to the fact that water flooded the fuel and lubricants warehouse of the boiler house of Ussuriysk Heating Networks Enterprise JSC. Fuel oil spilled from leaky containers, which polluted the soil and walls of houses in the Seven Winds microdistrict. A criminal case has also been opened on this fact. Six people died as a result of the flood.

On August 23, heavy rains again passed in the region, more than ten settlements were cut off from transport communications due to flooding. As a result of emergency shutdowns, about 70 thousand residents of Vladivostok were left without electricity.

This was reported regional prosecutor’s office. Since August 15, a regional emergency regime has been in effect in the Primorsky Territory.

According to Mr. Kozhemyako, heavy rains that have continued over the past two weeks have led to floods that have affected agriculture and road infrastructure, social facilities and residential buildings (more than 5 thousand households). “Primorsky Krai is in critical need of the speedy restoration of infrastructure facilities in order to ensure the livelihoods of the affected population, in those payments that our citizens need in order to purchase the necessary furniture, bedding, clothes directly by winter,” the Governor of Primorye said. The authorities preliminary estimate the total damage from the elements at 7 billion rubles.

The Ministry of Emergency Situations of Russia noted that the state of emergency at the federal level introduced in the region “will allow prompt compensation payments to the population, eliminate the consequences of the typhoon and carry out restoration work.” At the same time, the amount of compensation at the federal level has not yet been announced.

Earlier, the Primorye authorities announced that flood-affected residents of the region can count on a payment from the regional budget in the amount of 10 thousand rubles. when flooding a dwelling by 10 cm or more up to 100 thousand rubles. in case of total loss of property. More than 27,000 residents of the region have already applied for compensation.

And these are crops, vegetable gardens, personal property,” said Vera Shcherbina, chairman of the government of Primorye, at the ceremony of handing over a consignment of humanitarian aid from Turkmenistan today. A special flight to Vladivostok delivered 40 tons of children’s clothing, bed linen, pillows and blankets. Earlier, more than 70 tons of food and equipment arrived in Primorye from Belarus.

It is worth noting that in September last year, by decision of the government commission in Primorsky Krai, introduced state of emergency at the federal level. Then the decision was made in connection with the need to combat flooding and eliminate the consequences of super typhoon Hinnamnor. The elements raged in the region for a little more than two days and, according to preliminary estimates, managed to cause damage in the amount of more than 4 billion rubles.
