While the authorities of the Belgorod and Kursk regions are recruiting for territorial defense, in neighboring regions where the same “medium response level” operates, they are in no hurry to form a militia. In the Crimea, in the event of a “direct threat to security,” they promise to promptly gather several tens of thousands of people, and in the Rostov region they are counting on the Cossacks. The authorities of the rest of the “front-line” entities believe that they are far enough from the line of contact not to deal with such issues.
Kursk Governor Roman Starovoit has been actively reporting on the “strengthening of the borders” of the region in recent days. On December 6, after the announcement of the head of the neighboring Belgorod region, Vyacheslav Gladkov, about the formation of territorial defense detachments, Mr. Starovoit spoke about the creation of the Patriot people’s squad. According to him, volunteers who have undergone “serious selection” and combat training will help the military to protect the territory of the region. Detachments will be formed in each district of the region, and anyone can apply for participation in them by e-mail. “Today, more than ever, we need to unite, we will not miss the enemy and protect our land,” the governor says in a short teaser in his Telegram channel.
Previously, Roman Starovoit already talked about the creation and staffing of the defense units (see “Kommersant” of October 21). As explained to Kommersant in his press service, now they will all join the Patriot squad, which will perform a coordinating function: “Such an association will allow for interaction with the Ministry of Defense, law enforcement agencies, district administrations and will help to effectively distribute all operational tasks.”
On Wednesday, Mr. Starovoit, following the Belgorod governor, inspected the “security line” and published photographs of the installation of anti-tank barriers. Concrete tetrahedra are lined up in two and three rows, one of the photos shows a trench. “We continue to strengthen the borders of the Kursk region,” the governor briefly commented in Telegram.
AT Belgorod region fortifications began to be erected in October. True, at first their authorship was attributed to the Wagner PMC, but later the governor began to upload photo reports with them. On December 7, the press service of PMC founder Yevgeny Prigozhin published his response to media suggestions that the authorities decided to build barriers on their own, as the businessman asked for a high price for them: I didn’t ask for money and I don’t intend to ask. The part of the defensive structures that I built on the territory of the Belgorod Region was erected exclusively at my expense.
RecallOn October 19, President Vladimir Putin established on the territory of the Kursk and Belgorod regions, as well as other “front-line” regions – Crimea, Sevastopol, Krasnodar Territory, Rostov, Voronezh and Bryansk regions – a “medium level of response.” It precedes martial law (introduced in four new subjects) and gives governors a wide range of powers to ensure security – up to the restriction of movement and “individual measures” for the formation of territorial defense.
But in other regions of the “medium level of response” they prefer not to think about the militia.
Yes, in government Voronezh region (borders on the LPR) “Kommersant” was told that “the recruitment of volunteers for the defense and the installation of protective structures by decision of Governor Alexander Gusev is not being carried out,” since “the available forces and means of law enforcement agencies are sufficient to ensure the safety of Voronezh residents.” During a recent trip to the border of the region, its head was convinced of the combat readiness and full staffing of the combined detachment stationed there.
They will not create a terodefense and in Bryansk region, which, unlike Voronezh, was subjected to shelling from the territory of Ukraine. According to Governor Alexander Bogomaz, the situation in the region is tense, but “there is no need to take extreme measures”: the security of the region is controlled by the military and border guards, their “forces are constantly increasing.”
AT Crimea do not officially comment on issues related to the defense, citing secrecy.
And although fortification work on the border with the Kherson region has been going on since October, there is still no mass recruitment of volunteers on the peninsula, since there is no “direct threat to its security,” a source in the republican authorities told Kommersant.
But in the presence of such a threat, officials expect to put several tens of thousands of people under arms, the interlocutor of Kommersant assures. So far, the staff is much smaller and is staffed mainly by employees of law enforcement agencies and private security companies protecting strategic enterprises.
AT Rostov region There is no official information about the formation of the militia; the military commissariat of the region and the press service of the Southern Military District did not answer Kommersant’s questions. According to the regional government, since 2021, a territorial defense company has been formed in the region from Cossack reservists. In administration Krasnodar Territory “Kommersant” was told that there is no territorial defense there, since this is “not a border region.”
