The State Duma proposed introducing a monopoly on funerals; deputy Vladimir Resin took the initiative. He believes that the state should become the only player in the funeral services market so that Russians do not encounter scammers when organizing farewells to loved ones. According to the parliamentarian, such services should be included in social security, which will be dealt with by the authorities and the Russian Orthodox Church. In addition, Mr. Resin proposed toughening the punishment for those who sell information about the deceased to funeral agencies, so that there are fewer cases of fraud.

How did the industry react to this initiative? President of the Union of Funeral Organizations and Crematoria of Russia Pavel Kodysh believes that the problem of fraudsters needs to be solved in a different way:

“Government regulation should simply be introduced, there should be a supervisory body. It is necessary to determine a ministry that will take over the coordination of the funeral industry, develop regulations, laws, instructions, requirements for organizations, and, ultimately, for agents and transport.”

Meanwhile, the state does not have the resources that can meet all the needs of this market, noted Ilya Boltunov, director of the Zhuravli funeral homes:

“The entire industry now rests on private business. In practice, it provides the vast majority of these services.

In Russia now there is almost no corresponding infrastructure. It is only through private business that funeral homes are built and refrigeration equipment is purchased. The state does not have money in the budget for this.

At the same time, from year to year various fraud schemes appear related to calls supposedly from the bank, money transfers to cards, and so on. And if a person is illiterate, then, of course, he can become a victim of attackers. But law enforcement agencies must fight this. It is not necessary to introduce a state monopoly for this.”

According to Rosstat, the revenue of funeral companies in 2022 increased by 5% year-on-year, to 86 billion rubles. The volume of sales of funeral services in the Moscow region increased by 16%, to 7 billion rubles.
