Journalist “MK”, member of the Human Rights Council Eva Merkacheva, at a meeting of the Human Rights Council under the President of the Russian Federation, stated the need to take tough measures to combat torture in places of deprivation of liberty.
According to the human rights activist, there are two ways to prevent the very possibility of torture against citizens. The first is to transfer a person to another institution at his request, to another region, if the prisoner complained about a similar crime committed against him.
The second is that cases of torture should be investigated not at the local level, but by the central office of the Investigative Committee.
Merkacheva also pointed out the current extremely negative trend, in which those convicted of economic crimes are given longer terms of imprisonment than those convicted of violent crimes.
