This autumn conscription, the main document for appearing at the military registration and enlistment office will remain a paper summons. There are no plans to fine people for failure to appear on an electronic summons, said Andrei Kartapolov, head of the State Duma Committee on Defense. At the same time, increased fines will apply for failure to appear on a paper summons.

Mr. Kartopolov notes that electronic summonses before the launch of the military registration register can only be received in test mode and duplicate paper ones. Therefore, a fine for failure to appear at the military registration and enlistment office will only affect those who ignored the paper summons. “The main document until the full launch of the register remains written summons,” says Andrey Kartapolov TASS.

The deputy noted that several regions are ready to launch the register. Residents of these regions may receive electronic summonses, because “it is necessary to test the operation of the registry where possible today.”

July 31 Vladimir Putin signed a law that increases the fine for failure to appear at the military registration and enlistment office on a summons without a good reason (Article 21.5 of the Code of Administrative Offenses of the Russian Federation). The maximum fine for individuals will be increased 10 times. From October 1, 2023, it will be 30 thousand rubles.
