Dmitry Chernyshenko spoke at AI Journey about the development and prospects of AI in Russia

By 2030, the country should enter the TOP 5 countries in the world in terms of basic AI metrics

Deputy Prime Minister of Russia Dmitry Chernyshenko spoke about the development of artificial intelligence technologies in Russia and its prospects in the future as part of the AI ​​Journey conference program.

“Today there is a very serious struggle between major world players for primacy in the technology race. Russia occupies a worthy place in it. For example, we are fourth in the world in terms of the number of generative models, and we are among the top ten in terms of the total power of all our supercomputers. There is something to work on, the Government pays a lot of attention to this issue,” Chernyshenko said.

He reported that the volume of the Russian AI market last year reached more than 650 billion rubles, which is 18% more than a year earlier. Today, 1,000 Russian companies are conducting their own developments in the field of AI. The country has established more than 90 research centers that are engaged in scientific research in the field of AI. Many industries have moved from the development stage to the application and implementation of AI.

“Our government was one of the first to work on its own decisions. This year, on behalf of the President, all government agencies are transitioning to the Gostekh platform. It has an AI module, which is actively used by executive authorities. For example, the Federal Tax Service has been using AI for 7 years to sort receipts by product name, which allows them to see the dynamics of consumption and price formation in real time. Or the Ministry of Emergency Situations introduced a system that makes it possible to calculate the risk of fires based on AI solutions. And in Moscow, all clinics operate an AI-based service, which, if one of 95 serious diseases is suspected, sends its diagnosis to the doctor,” said Chernyshenko.

The Deputy Prime Minister added that in order to assess the depth of penetration of AI into everyday life, an Intellectual Maturity Index for the implementation of AI was developed. The current average level of AI adoption in priority industries is 31.5%. The leading area was the financial sector, followed by ICT and healthcare. In addition, the level of satisfaction of specialists with working conditions was assessed; for the last three years it has remained about 68%.

“In order to support businesses that develop AI, we have launched a tax incentive mechanism for entrepreneurs. Now the income tax takes into account the costs of software implementation. In the 4 years since the approval of the first national strategy for the development of AI, we have prepared a powerful basis for moving forward. This year, an updated version will appear, in which the main message will be Russia’s transition from the AI ​​Ready state to AI Native, that is, into the phase of active implementation of AI technologies in the economic and business processes of the country,” the speaker continued.

This is necessary to keep up with global trends: the desire of states for technological independence; tightening the struggle for personnel; development of safe AI; use large language models and generative AI to conduct scientific research in various technological fields. Chernyshenko named the growth of the economic effect from the use of AI as the fifth trend.

“According to expert estimates, by 2030 in the global economy it will amount to over $15 trillion. I note that the contribution of AI to Russia’s GDP by 2030 will be at least 6%, maybe more. But in the search for financial benefits, one should not forget that in addition to economic effects, there are also social effects,” he said.

Chernyshenko also touched upon issues of AI regulation. There are several approaches. The first is when priority is given to regulation by business, the second is self-regulation, and the third is risk-based.

“It is expected that by 2030 Russia will enter the TOP 5 countries in the world in terms of basic AI metrics and, thanks to the use of new technologies, GDP growth will reach 11.2 trillion rubles,” the Deputy Prime Minister concluded.
