The Ministry of Social Policy of the Sverdlovsk Region asked the police and the prosecutor’s office to check the work of regional funds that help children with mental disabilities. The ministry claims that organizations receive money from the state for working “with one person for 35-80 hours a day.” In the funds, they say that this ministry underpaid them 60 million rubles. The Ministry of Social Policy of the Sverdlovsk Region filed applications with the regional Main Directorate of the Ministry of Internal Affairs and the prosecutor’s office. Officials demand an audit of the charitable foundations “I am special” and “Spectrum-M”, as well as individual entrepreneur Syropyatov M. B. They are included in the register of social service providers and receive monthly compensation from the state for them.

Compensation for an individual program for the provision of social services is paid from the regional budget. Each social service has its own price – in accordance with the tariffs approved by the Regional Energy Commission (REC). The amount of compensation is calculated based on this value and the number of services provided.

“To transfer subsidies, the funds monthly submit to the ministry primary reporting documents – contracts and acts on the provision of social services in accordance with the standards. Including services should be provided with a certain frequency and with a minimum and maximum duration, ”says the Department of Information Policy of the Sverdlovsk Region.

The region suspects that “I’m special”, “Spectrum-M” and IP Syropyatov M. B. could attempt to steal budget funds through fraud. “According to the reports for February and March, they work with one person for 35-80 hours a day. The statement of the Ministry of Social Policy to the police and the prosecutor’s office was filed after the organizations “Spectrum-M” and “I am special” reported that since February they could not receive about 60 million rubles from the ministry.

According to the filing cabinet of the Arbitration Court of the Sverdlovsk Region, since April 14, six lawsuits have been filed against the ministry from “I am special”, “Spectrum-M” and IP Syropyatov M. B. “In the Arbitration Court, we are appealing against the decisions of the Ministry of Social Policy that it allows delays in payments or writes in acts what he had no right to write. There is still a process in the Sverdlovsk Regional Court, where the organization is appealing the procedure for developing the tariffs themselves, established by the REC,” said Pavel Akulov, a lawyer for the I am Special Foundation.

He suggested that the Ministry of Social Policy decided to stop payments to non-state providers of social services. “With regard to such organizations, they are now following the same path: there is an inspection regulation that says either to pay funds or point out specific errors in specific documents. Since February, the Ministry of Social Policy has not been doing either. Similar disputes between the Ministry of Social Policy and funds in the Sverdlovsk region arise annually, the lawyer said. November 22 last year “I’m special” and “Spectrum-M” sent a request to the regional government with a request to explain the delay in payments for services rendered to children with disabilities. Then the organizations stated that they had not received 20 million rubles from the regional Ministry of Social Policy. and 12 million rubles. for August and September, respectively.
