Details of deferment from mobilization for graduate and evening students clarified

Vladimir Putin signed a decree amending the conditions for issuing a deferment from conscription for military service for partial mobilization. Now it will not affect evening students, graduate students, residents, students of theological seminaries and some other categories of students. MK found out what those who added to this list should do in order to take advantage of the delay, and how the educational community reacted to the decree.

According to the new document, the deferment is granted to those who receive education of the appropriate level for the first time in full-time and part-time (evening) forms of study, as well as students, graduate students and residents studying in state-accredited programs of secondary and higher professional education. Let us clarify that today almost all private educational institutions have state accreditation. Young men who study “in organizations located on the territories of innovative scientific and technological centers, as well as in religious educational organizations” are also subject to a deferment.

– This decree was very much expected. Graduate students, for example, were very worried; they did not understand whether they were subject to a deferment or not, – comments Evgeny Szhenov, scientific director of the Scientific and Educational Policy Expert and Analytical Center. – On the one hand, graduate school is a part of higher education – according to the Federal Law “On Education”, on the other hand, they were not named in the original decree of the President. And there were two readings.

The current, clarifying decree resolved this conflict. Similarly, non-state university students were worried; moreover, some have even been called up. I know many examples when students who received summons went to the military registration and enlistment office with a lawyer and tried to explain that, here, I’m a student, we shouldn’t have been called up, Shoigu said about this, to which they were answered in the military registration and enlistment offices: “That’s when the decree will be issued We’ll send you back.” Therefore, this decree will help a lot.

– What should these categories of students do now?

– Now in every university, in every college, in the institution of vocational education there is a unit designed to solve these issues; it can be called differently, for example, as in the HSE – “situation center”. In such centers, students are provided with assistance and support – psychological, legal, consulting. This task was set by the Russian Ministry of Education and Science for all universities. Accordingly, on all such issues, students falling under the new decree need to go there.

As MK was told in the press service of the RUDN University, already on September 22, a special section was created on their website where answers to students’ questions are published, including the phone number of the RUDN Contact Center where you can call. In addition, “RUDN University has created an online form for students where you can ask questions about the problems that have arisen regarding partial mobilization. Currently, up-to-date information for graduate students is being prepared, which will be added to this section,” the press service said.

Sergey Bazavluk, Vice-Rector for Student Affairs at RUDN University, told MK how to act step by step after the new decree: he can sign up for the service of the military accounting department at the RUDN University multifunctional center. You need to take your ID and passport with you. The university will issue a certificate in form 4 – for students, in form 5 – for graduate students. Documents can be received during the working day. They will have to come to the military registration and enlistment office.”

Pirogov in the same section on the website of the university explains what to do if you received a summons, but belong to persons who are not subject to mobilization: “You need to inform the military registration and enlistment office about an erroneous action. At this stage, it is the local military registration and enlistment offices that are dealing with resolving such situations. It is also important to report this situation to the university” (write directly to the vice-rector for youth policy and public relations).

As explained by “MK” in the medical university, “the usual certificate is taken that the student, graduate student, resident is currently studying at the university.” “This is a standard procedure, all students annually confirm their student status and bring a certificate to the military registration and enlistment office. They do this every year,” they said.

The legal portals indicate that if a graduate student has received a summons, then he should contact the postgraduate department and the military registration desk of the university or call the crisis (situation) center of the university.

– What actions should a graduate student take in connection with the issued decree on granting a deferment from the mobilization of this category?

– He needs to contact his educational organization and take a certificate that he is a student of this organization, and submit it to the military commissariat.

Yevgeny Shablinsky, deputy of the legislature of the Novosibirsk region, expressed his attitude to this decree to MK:

– Such a decision can only be supported! For example, physicians in residency training should not interrupt their education. The country really needs highly qualified medical personnel, especially narrow specialization. There must be a very balanced approach to mobilization. Some people will be much more effective in serving the interests of the country in civilian life.
