The first deputy chairman of the State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots Konstantin Zatulin called the words about the inadmissibility of the death penalty under the constitution “a lie”. According to him, the constitution allows for the death penalty. Moscow speaking.
So Zatulin commented on the words of Senator Andrei Klishas.
“For example, when he [Клишас] says that our constitution does not allow us to lift the moratorium on the death penalty and that in order to do this, it is necessary to adopt a new constitution. This is a lie,” he said.
According to Zatulin, the constitution says that in exceptional cases the death penalty is allowed if a jury trial is provided. He also said that it would be right to introduce the death penalty for fanatics and terrorists who organize terrorist attacks in kindergartens and schools.
Klishas said earlier that martial law is not grounds for lifting the moratorium on the death penalty. The senator stressed that the Constitution of Russia should be observed by everyone, “including the new subjects of the Russian Federation.”
