On April 11, the State Duma adopted in the first reading and in general a draft law on tightening the rules for the circulation of vapes. A complete ban on the sale of floating gadgets to minors is introduced. Flavored liquids for vapes, open display of nicotine-containing devices in retail outlets and the announcement of discounts on them will be outlawed. The parliamentarians dubbed vapes a “Trojan horse,” and the law banning them a “social bulletproof vest.”
The passion for vaping stretched out in the boardroom for an hour. It would seem, what is there to discuss? Nearly 400 deputies from all Duma factions signed the document when it was submitted to the lower house. But it turned out that there was no end to those who wanted to stigmatize a filthy gadget with a floating liquid from the podium.
“This is a real epidemic. Children perceive electronic nicotine delivery systems as a fashionable gadget. They are not able to realize what irreparable harm this can do to their health,” said the speaker of the bill, Vice Speaker of the State Duma Petr Tolstoy. And he was immediately forced to admit: even the Ministry of Health does not have such an awareness, and even more so among the regulatory authorities. “Apparently, this is not so interesting,” the vice speaker stated sadly.
Tolstoy called the flavors that tobacco companies add to vape liquids a Trojan horse.
“Behind bottles and harmless steam, there is a real poison that can lead to irreversible changes in health and even kill a child’s body,” Tolstoy continued to agitate, although everyone was already in favor.
Deputy Timofei Bazhenov, known for his television experiments on survival in conditions that are not particularly suitable for this, decided to remind his colleagues that, if desired, it is possible to cook not only porridge from improvised materials, but even something worse:
– It is necessary to replace the word “nicotine-containing” with “toxin-containing” in the bill. Nicotine is not the worst poison in the world. With a certain knowledge of biochemical processes and from the dust in the room, you can make a substance that can arrange much more terrible consequences than nicotine.
– Let’s, maybe, through a comma? .. – they whispered in the presidium.
– No, toxic things are a different regulation, – Maxim Topilin snapped, who took the podium at that moment.
From the words of the parliamentarians moved to a visual demonstration. LDPR deputy Sergei Leonov decided to show his colleagues in the lower house the subject of universal censure and a ban on identification.

Sultan Khamzaev, the head of the Healthy Russia public movement, a United Russia deputy, called the bill banning vapes a “social bulletproof vest” and cited disappointing statistics. According to a survey in social networks to the question: “Have you ever tried to smoke a vape?” – 70% of students answered in the affirmative. Of these, 75% are boys, 25% are girls. For clarity, Khamzaev also brought a smoking gadget with him:
— Look, this is a vape. It looks like a carton of baby juice. On it is the inscription: “mango, milkshake.” Would a grown man buy this? Will not buy!
Member of the Communist Party faction Nikolai Kolomeytsev proposed to “strengthen” and generally ban the import of vapes into the country:
“Well, are we going to suffer from this?” We won’t get hurt. Here is our favorite EAEU. But Kazakhstan is blocking all our initiatives. They bring all this to themselves, and then they import it to Russia through our affiliated companies.
However, Mr. Volodin himself pointed out the problem of bypassing Russian anti-tobacco legislation due to loopholes in the common economic space. Not so long ago, he promised to initiate amendments to the tax legislation on a multiple increase in excise taxes on vapes. “Since today vapes are allowed in Belarus and Kazakhstan, and we are part of the EAEU, it is clear that we need to find a solution that allows us, being in the legal field, to make vapes a product that will cost very much,” explained the need for such tightening speaker of the lower house. Now Volodin said that such amendments would make vapes inaccessible in principle. And at the same time, he announced responsibility for violators of the ban on the sale of vapes to minors – from administrative to criminal. Work on such amendments is already underway.

Take responsibility for this! We must give up on this! It is necessary to give up all pernicious habits, and first of all it is necessary to protect women.

The deputies voted for the first step by an absolute majority. Supported the ban on the sale of vapes to minors 408 MPs out of 409 present in the hall. One abstained. When the results of the vote appeared on the screen, a disgruntled rumble swept through the hall. Everyone wanted to look into the eyes of the only doubter. Volodin promised the Duma members to reveal the renegade “literally within a few minutes.” And revealed:
“So… Colleague Wasserman abstained! Everything is fair with us,” the speaker said in a tone of triumph.
