Deputy Tolstoy called the ban on gender reassignment a matter of Russia’s national security

State Duma Vice Speaker Pyotr Tolstoy said that the Russian authorities will impose restrictions on gender reassignment in Russia until a complete ban is established. According to him, this is not a restriction of the rights of citizens, but a matter of Russia’s national security.

“We will bring what we started to the end and will not allow any loopholes to be left, no matter how much anyone would like it. Work will continue until a complete ban is established. And this is not a question of restricting someone’s freedoms, this is a matter of national security, ”said the vice speaker (quoted by TASS).

Earlier today, July 8, Chairman of the Duma Vyacheslav Volodin saidthat during July the State Duma will make a final decision to ban gender reassignment. According to Mr. Tolstoy, despite the resistance of society, the bill will be adopted by the State Duma.

He also added that the Patriarchal Commission on Family Issues also proposes to provide “instruments for the protection” of Russian children who are being adopted in those countries where gender reassignment is allowed.

The law on the prohibition of sex change (we are talking about the correction of both primary and secondary sexual characteristics) was adopted by the State Duma in the first reading on June 14. The bill allows to perform surgery to change sexual characteristics only for the treatment of congenital anomalies of sex formation in children (hypogenitalism, gonadal dysgenesis, etc.). However, in this case, the decision must also be made by the medical commission of the federal state institution.

The amendments also prohibit registry offices from correcting documents based on gender reassignment certificates. Kommersant’s sources in the State Duma claim that the draft law was developed due to the increasing cases of providing certificates of gender reassignment to military registration and enlistment offices.
