Deputy Matveev said that the bill on the return of summer time will be introduced on June 21

The bill, which proposes to return the transition to daylight saving time for Russians (turning the clock hands one hour forward from the end of March to October), will be submitted to the State Duma on June 21, on the day of the summer solstice, Mikhail Matveev, a deputy from the Communist Party of the Russian Federation, wrote in Telegram.

Mr. Matveev also organized an anonymous poll on his Telegram channel on whether his readers support the transition to daylight saving time. As of 12:03 Moscow time, the initiative was supported by 40% of the 2310 voters, 60% did not support the bill.

Until 2011, the inhabitants of Russia twice a year, in spring and autumn, translated the hands of the clock. On March 27, 2011, the Russians moved their clocks forward one hour, and until 2014, the transition to winter time was not made. On October 26, 2014, most of the regions of the Russian Federation again switched to winter time (turning the clock hands one hour back) in accordance with the decree of President Vladimir Putin. Only residents of Udmurtia, the Samara and Kemerovo regions, the Kamchatka Territory and the Chukotka Autonomous Okrug did not translate the arrows. In this case, the transition to daylight saving time was no longer performed.

In 2016, the authorities approved a law that ordered the clocks to be turned back one hour forward in the Altai Republic, Altai and Trans-Baikal Territories, Sakhalin, Astrakhan, Magadan, Tomsk, Ulyanovsk, Novosibirsk and Saratov regions.

On February 13, Mr. Matveev reported in Telegramthat the draft law on the return of summer time has been sent to the conclusion of the government of the Russian Federation. According to the deputy, during the transition to summer time, sunset on the longest days of the year will not be earlier than 22:00 (national average), and sunrise will not be earlier than 4:30 in the morning. Such a daily routine, in his opinion, “convincingly proves the need for summer time.” He said that now only 12 regions of Russia meet this requirement.
