Chairman of the State Duma Committee on State Building and Legislation Pavel Krasheninnikov said that the development of a new Criminal Code (CC) should be started after work has been done to systematize the Code of Administrative Offenses (CAO). He said this in an interview “Rossiyskaya Gazeta”.
“Accordingly, first we need to work on systematizing the legislation on administrative offenses. And then it will be necessary to work on the development of a new Criminal Code. Obviously, you need to work with him. Of course, it’s better together, but I don’t understand who can handle this,” the deputy said.
In his opinion, the Code of Administrative Offenses, and not the Criminal Code, is in the first place in terms of “contradictions and motleyness,” therefore, the systematization of the administrative code should be dealt with in the first place. Mr. Krasheninnikov said that the Ministry of Justice is currently working on a new Code of Administrative Offenses. Further, the document should be sent to the government and, after the approval of the Cabinet of Ministers, submitted to the State Duma, the deputy explained.
In 2016, Mr. Krasheninnikov called the Criminal Code a “patchwork quilt”, which they are trying to reshape to fit existing problems. He called for synchronization of the general and special parts of the Criminal Code.
