Russian bloggers need to adopt a code of ethics, said Artem Kiryanov, deputy head of the Duma Committee on Economic Policy. At the same time, the deputy sees no point in creating additional laws for representatives of the blogosphere.
It makes no sense to develop separate laws to regulate the activities of bloggers, Artem Kiryanov believes. The deputy noted that the wave of rumors about the state’s attempts to “regulate” the blogosphere is connected with the recent tax audits of millionaire bloggers. In particular, they spoke about the need to prescribe a special status for a blogger in the law.
The Deputy Chairman of the State Duma Committee on Economic Policy is sure that the current legislation is quite enough for financial transparency.
– It is inappropriate to make special changes to laws to determine the status of a blogger. All of them already have to pay taxes according to different schemes depending on their income, – said Artem Kiryanov.
The deputy recalled that with an income of up to 200 thousand rubles, a blogger can register as self-employed and pay taxes “in one click”. If the income exceeds 150 million rubles a year, the blogger is considered a small business and must keep accounting under the simplified taxation system.
At the same time, Kiryanov announced the creation of separate lines of OKVED (certain types of economic activity) for representatives of the blogosphere.
However, the parliamentarian considers the development of an ethical code of bloggers to be the most important step in the regulation of the media space.
– If we talk about bloggers as leaders of public opinion, then there should be self-regulation. We need a code of ethics. We must not allow the “zashkvar” to fall into the public field, – concluded Artem Kiryanov.
