Deputies proposed to give a deferment from the army to students at the expense of the employer

Deputies of the LDPR faction have prepared a bill that proposes to grant a deferment from conscription for military service to citizens undergoing vocational training at the expense of the employer as part of an apprenticeship contract. It is planned to submit the document to the State Duma today, October 18, reports RBC.
Among the authors of the bill are LDPR Chairman Leonid Slutsky, State Duma Vice Speaker Boris Chernyshov, First Deputy Head of the Committee on Construction and Housing and Communal Services Vladimir Koshelev, Head of the Labor Committee Yaroslav Nilov. The explanatory note to the project notes that, according to the Ministry of Labor, by 2030 the need for personnel in the Russian economy will be 73.6 million people. At the same time, some industries, including the military-industrial complex, are already reporting an acute shortage of qualified personnel, the authors emphasized.
Amendments are proposed to be made to the federal law on conscription and military service. According to the authors, deferment from military service should be provided to those who, within the framework of the student agreement:
- acquires the profession of a worker or an employee for the first time;
- receives a new profession as a worker or position as an employee (already having another profession as a worker or position as an employee);
- improves knowledge, skills and abilities in the existing profession of a worker or position of an employee “without increasing the educational level.”
Member of the State Duma Defense Committee Viktor Sobolev spoke out against the LDPR initiative. “We need to restore our armed forces to a level where they will be able to repel the aggression of any geopolitical enemy. Therefore, we must be very, very careful with delays,” he believes.
According to Art. 24 of the Federal Law “On Military Duty”, a deferment from military service is granted to citizens who are considered temporarily unfit for health reasons; university students; having two or more children, or a disabled child under three years of age, or raising a child without a mother; caring for parents, siblings, grandparents, and so on.
In August 2023, President Vladimir Putin signed law increasing the conscription age from 27 to 30 years. The lower age limit for conscription—18 years—has not changed. In September the President signed a decree raising the deferment age for employees of IT companies from 27 to 30 years. Both documents will come into force on January 1, 2024.
