On Tuesday, the Moscow City Duma (MGD) hosted a round table devoted to the problems of interaction between the executive and legislative authorities in the capital. It was organized by the Communist Party faction. Lyubov Nikitina, a member of the faction, calculated that for the entire period of her work in the City Duma, she received from officials only half of the positive answers to her inquiries regarding the problems of residents. Other participants of the event, as well as other deputies from the opposition, also agreed that officials often send them replies in response to problematic appeals. United Russia, however, believes that unsubscribing is a subjective concept and “you need to look at each specific response to each specific request.”

Lyubov Nikitina, a Moscow State Duma deputy from the Communist Party of the Russian Federation, who acted as a moderator, began with statistics, saying that for the entire current convocation (since 2019), she received 1.4 thousand appeals from voters. However, the effectiveness of the work of a parliamentarian, in her opinion, is determined not by the number of appeals, but by their ratio with the results achieved on them. Now the deputies are placed in such a legislative framework that, turning to government agencies, they can only ask and ask, Ms. Nikitina complained: , street improvement, overhaul and much more. Most often, citizens turn to the deputy as the last hope, having exhausted all other bodies and organizations.” At the same time, officials do not give effective answers to all appeals, the communist emphasized: for example, only 52% of “positive answers” ​​came to her inquiries, sent according to complaints from residents. And some structures are always tuned to formal answers that do not lead to any decisions, the deputy added.

The theme of the formal attitude of officials to interaction with people’s deputies was continued by deputy Ekaterina Engalycheva (KPRF). According to her, the opposition is making great efforts to achieve some results from the executive branch: “If we make an appointment with an official, it means that the residents of the district have a real problem. We do not go to solve some personal Wishlist. You go to a reception when you are already on guard and there is no other way, but you sometimes knock out this reception for months, ”complained the deputy.

According to the deputy head of the Communist Party faction Pavel Tarasov, this situation arises due to a shift in priorities. “In Soviet times, the priority of the parliament was much higher, the executive bodies were precisely the executive ones, they were subordinate and carried out the decisions that were taken by the collegiate authorities,” Mr. Tarasov reminded of the bright past. Now, in his opinion, the interests of the residents of the officials are “in tenth place”, and they pay attention only to what “may affect the interests of officials.”

“Executive authorities, departments and other bodies of the Moscow government do not consider work with citizens’ appeals submitted in the form of requests from deputies to be priorities in their activities,” Lyubov Nikitina summed up the discussion. structures, explaining why this question does not apply to their functionality.

Other deputies of the Moscow State Duma from the opposition agree with these conclusions. So, the leader of the Just Russia faction, Magomet Yandiev, admitted to Kommersant that he often encounters similar situations: “Usually people come to deputies already with hardened problems. We connect, start writing requests, but we get replies, because complex problems cannot be solved by letters and deputy requests.” In fact, in order to help residents, deputies often have to do the work of officials, Mr. Yandiev notes. At the same time, according to his observations, representatives of the executive branch “kick off” not only opposition deputies: “To them (pro-government deputies.— “b”) also deal with old problems, and the status of a deputy’s request is not something fantastic or magical in itself that will help solve the problem.”

The leader of the Yabloko faction, Maxim Kruglov, does not know if United Russia deputies manage to achieve anything through their requests, but “behind the scenes, some of them complain about being ignored by officials.” “I think this is a common problem for all of Moscow: huge powers in the hands of the executive branch and ignoring deputies representing Muscovites,” says Yabloko. According to him, it is also very difficult for deputies to organize meetings with heads of departments or their deputies: “Often this has to be done using the prosecutor’s office, which in the end obliges them to meet with deputies, since this is the norm of the law.”

The deputy head of the United Russia faction in the Moscow State Duma, Alexander Kozlov, on the contrary, is sure that replies are a rather subjective concept. “We need to look at each specific response to each specific request. I suppose that some colleagues can also interpret the clarification of legal norms as a formal reply,” he told Kommersant. In addition, according to United Russia, there are issues that cannot be resolved with a single request: often systematic consistent work is needed that requires meetings, conferences, development and approval of documents. “In my opinion, the political affiliation of the deputies does not affect the responses of the executive authorities in any way. They operate within the framework of federal and regional legislation,” Mr. Kozlov summed up.
