Decree on partial mobilization in Russia, about which announced President Vladimir Putin in his address published on the Kremlin website. The document says that citizens called up for military service will receive the status of military personnel, they are entitled to the same monetary allowance as contract soldiers. The deferment is granted to employees of defense industry enterprises, as well as to categories of citizens who will be determined by the government. The number to be mobilized will be determined separately for each region.
According to the decree, partial mobilization has been announced from today, September 21. Contracts for military service will be valid until the end of the partial mobilization period, an exception is granted in case of dismissal from military service. Among the grounds for dismissal are the achievement of the age limit for military service, the state of health (this should be determined by the military medical commission), and imprisonment.
The government has been instructed to finance partial mobilization measures, as well as to take measures “to meet the needs” of the armed forces and military formations. The Ministry of Defense will determine the number of subjects to be mobilized and its terms for each subject of the Russian Federation, and their authorities will have to “ensure the conscription of citizens for military service.”
Vladimir Putin announced a partial mobilization in Russia as part of a military operation in Ukraine. This decision was made against the backdrop of the decision taken the day before by the DPR and LPR, as well as the pro-Russian authorities of the Kherson and Zaporozhye regions of Ukraine, to hold referendums on joining Russia. They are planned for September 23–27.
